                 Measure M Fact Sheet

The John Swett Unified School District has two essential facilities needs that the District has identified as critical to the education, health, and well-being of its students.  These two needs are the rebuilding of Carquinez Middle School, and completion of the renovation of John Swett High School.  The following is an explanation of the needs.

·         Measure M is a $52 Million School Facilities Bond ($40 million to rebuild Carquinez MS on the current property in Crockett, and $12 million to complete the renovation of John Swett HS).

·         The money can only be used for the expressed purposes of facilities projects at Carquinez MS and John Swett HS as outlined in the bond language.  No funds can be spent on administrative salaries.

·         After completion of a series of inspections and tests, in the fall of 2013 the structural engineering firm of Holmes Culley issued a report citing significant concerns as to the “seismic deficiencies” of the Carquinez MS facility in the event of a major earthquake.  The report is available to the public on the JSUSD website under Community Relations/Resources, Carquinez Facility Information 2013-14, Holmes Culley Structural.

·         In the early spring of 2014 the architectural firm of Quattrocchi Kwok was retained to complete a feasibility study, including a cost analysis of a renovation of the CMS facility (meeting DSA, ADA and CDE requirements and guidelines*) as well as a cost estimate to rebuild a new CMS facility on the existing property in Crockett.

·         The cost estimate to renovate the existing CMS facility as outlined above came in at $45 million.  There is no $12-15 million solution that accomplishes the aforementioned requirements and guidelines, or addresses additional concerns including traffic flow and a modern learning environment for the District’s middle school students.

·         The estimate to rebuild a new facility on the same property, including a competition gymnasium to be utilized by both CMS and JSHS, came in at $40 million.  The Quattrocchi Kwok Feasibility Report and conceptual design are also available on the JSUSD website under Community Relations/Resources, Carquinez Facility Information 2013-14, CMS Feasibility Study.

·         In March of 2014 the JSUSD Board of Trustees unanimously voted to put Measure M on the ballot for November 4, 2014.

·         If passed, Measure M would increase property taxes $59 per $100,000 of assessed property value.

Hello Parents/Guardians and Students,

Whether you are new to Carquinez Middle School, or returning families - Welcome to the 2014 -2015 school year! I am honored to be your new principal.

Just so you know a bit about me, I earned my undergraduate degree at UC, Berkeley and a teaching credential on the east coast.  Once back in California, I earned a Master's Degree in Educational Leadership and an Administrative Credential at Sonoma State University.  I come to CMS with a twenty year career in education, with nineteen of those years at the middle school level, either as a teacher or administrator. I absolutely love middle school!

My priority is to ensure the best possible education for your child, and for all students a CMS. I believe that a strong home-school connection, with students at school daily - is the best way to make that happen.  I look forward to partnering with you on this shared goal.

I have an open door policy and welcome a visit  from you in order to help your child find success at Carquinez Middle School.

With Respect,
Annie Flores-Aikey
Principal, Carquinez Middle School
